Current Situation of Children Nursing Care Service in Health Sector
<p style="text-align: justify;">Every country implements various strategic planning to provide health care service safely, in high quality and sufficiently, but the planning of the country, which is available to be implemented timely manner is more efficiency.</p> <p style="text-align: justify;">The high quality health care service provides quality needs and demand regularly and improves more in the further. Health care system, structure and organization are in important to provide safety health care service to patients and clients and satisfactory of client determines result of service.</p> <p style="text-align: justify;">Health care service for children is orientated and aimed to reduce, to eliminate and to prevent from any damage, risk and hazards to be caused to health of clients or patients because of fault and failure of staffs of hospital and health care organizations.</p> <p style="text-align: justify;">Improving and bringing satisfactory of client to highest point by the way to provide rationally and correctly health care demand of people as providing health care service and aids safely, in high quality and efficiently has been being one of faced problems in health care.</p> <p style="text-align: justify;">It is necessary to consider complexly preparation of personnel, who are working in health care sector, real working condition, whether adhering appropriate standards and norms, conduction of some hospital forms and arbitral assessment by clients and experts of medical sectors to assess safety, sufficient and quality of health care service of Children health care sector in Mongolia.</p>
Introduction
Background
Today, leadership and independency of nurses is being paid special attention in health care service worldwide, and the children health care service quality directly depends on management of childrens organization, professional skill and education of physicians and nurses and implementation of relevant standards [1, 2, 3, 4, 5, 6, 7].

Also, children’s needs change continuously with their age and their health can quickly deteriorate, so the system needs to be flexible enough to respond rapidly in the appropriate setting. Children have very specific health needs and you need to understand how a healthy child develops towards adulthood to minimise the impact of illness [8]. Children disease, infant morality, development, food, preventive injection against infectious disease, sanitary and hygiene education, humanity and health are the main factors that determines situation of children in society, and it is required to consider children health issues currently [9]. But the quality of children health care service is not good and sufficiently depending on internal and external factors including health care institutions, organizational structure, activity finance, human resource and service quality [10]. One of the important things that increases the quality and accessibility of health services is consumer confidence. While the quality of care provided to children in Mongolia is increasing year by year, scientific development is essential to the policy level [11]. The main purpose of this research work to assess on difficulties facing to hospitals in Ulaanbaatar, rural areas and family hospitals nursing care service to children.
Purpose
This research work aims to assess difficulties facing to hospitals in Ulaanbaatar and distant rural areas to provide nursing care service to children and to develop recommendations on the problem solving ways.
Objectives
1. To assess current situation of children nursing care service. 2. To develop guidance on ways to solve and to improve safety and quality of nursing care service for children.
Material Methodology
Research model: Action model Scope: Representative institutions of 1st, 2nd and 3nd stages of health care service (Family health care centers, soum hospitals in 6 provinces/ Gobi-Altai, Uvurkhangai, Khentii, Darkhan, Selenge and Dundgobi/, Regional Diagnostic and treatment Center/ Uvurkhangai/, National Center for Maternal and Children Health of Mongolia) Activities
- Assessed with indexes such as providing nursing care service to children with high quality, gracefully, safe and efficiently.
- Researching on documents and materials of health sector
- Determined the indexes with governance of guidance, common operation standard, standard for nursing care service treatment and nursing care service for children with the way of observation and interview with specialist of selected institution and on documents. Nursing Quality and Results: Nurse's knowledge is relatively weak in providing primary care in observational studies and is treated according to the doctor's instructions. For example, high-fever children who are seeking high-quality health care are at risk in some areas because they are using mechanical discharge methods until they arrive. It is also possible to implement standard regulations, but it is difficult to provide standards-based services because of the heavy workload, the shortage of human resources, and the lack of worn-out equipment. Due to the lack of child nurses and the large workload of children, there are fewer professionals working in this field. Documentation and Research: Nurses responding to a situation assessment that provides medical care for patients is 68.1%, yes, not 31.9%, is related to the institution's underlying industry. The conclusion of doctors about the quality of care provided by nurses is 56.5% and the conclusion of patients 64.2% is satisfactory that nurses are closer to the patients. Focus Group Interview: Quality of care for children Quality of care provided in a safe assessment survey The first step in interviewing doctors, nurses, and clients with health care services issues at each stage in a holistic and focus group interview The roles of nurses in hospitals are mostly document based, And nurses have a lot of workload, so health education and other counseling services for the people are forgotten.
Summary
- Nursing care service is not satisfied to its quality and care is not reachable every family due to the duties and obligation of nurse at primary stage hospital is usually based on documents. - The training of medical education for citizens and other advising activities are left behind because of overload working of nurses.

- It is fully possible to implement procedures and rules standards, but it is difficult to provide the health care service according to standard due to overload, lack of human resource, specialized nurse for children and insufficient medical equipments and tools.
Recommendations
- To provide primary stage unit with specialized nurse and to issue degree in treating nursing complied with certain requirement
- To specialize nurses, to pay special attention to ensure providing independent health care service and to give professional methodological recommendation in attracting social worker of family health care centers and volunteers for health care services for infants and bedridden children at their home.
- It is necessary to improve working condition of shift nurse and social issue of nurses. References
