Agricultural development will always be relevant to be discussed and studied seriously at any time. This book is a contribution to the record of agricultural development that is interesting to read and understand both for academics (students, researchers and educators) and other parties who are interested and interested in the development problem of farming communities in agricultural development. As stated by President Soekarno at the laying of the first stone for the inauguration of the Bogor Agricultural Institute campus in Bogor, which essentially emphasized the importance of agriculture for the life of a nation, especially the Indonesian nation. President Soekarno stated “Agriculture is about the life and death of a nation”. The author of this book agrees with this view that agricultural development is expected to remain strong and firmly established as one of the national Book Review development priorities. The author explains the dynamics of agricultural development continues along with the development of human civilization along with the latest advances in science and technology. Nevertheless, the main goal of agricultural development should consistently place the interests of farmer empowerment at the forefront. This is in line with and relevant to efforts to resolve the national problem regarding snares poverty which is still vulnerable to farming communities [1].
The agricultural development paradigm is experiencing an upsurge receding in the course of before, after the independence revolution, the beginning of independence, before and after reform. The era before independence was marked by the ethical political policies of the Dutch colonial government in 1904 which were marked by the development of village communities that emphasized education for society.
The author believes that the agricultural development movement needs to be focused on improving the quality of farmer human resources. The role of strategic farmers as subjects and objects also is the key to the success of agricultural development. The essential and facilitating thinking of the legendary A.T Mosher from the past until now should be reconstructed to suit the current of social change that characterizes sustainable and environmentally friendly agricultural development. A series of elements of agroecological principles need to be developed by farmers in managing agricultural businesses, however in reality the process is heterogeneous in conditions and on-going farmer profiles is often overlooked. Such reality in turn gave rise to ranks of homeless farmers with the status of farmers or cultivators and agricultural labourers. Homeless farmer tend to have underdeveloped socio-economic factual conditions compared to other farmers. It is these left behind farmers who the writer describe is vulnerable to the threat of poverty. A series of solutions to the general problem of farmer poverty has been stated by several previous experts. However the solution to the problem of lagging behind homeless farmers in terms of productivity, education, employment opportunities, creativity, income, partnership cooperation, business capital, social mobility, bargaining position, wage levels, land cultivation rights, adoption of appropriate technology and others are still rarely used. This motivates the theme of the book to be focused on study of community-based agricultural development approach and the concept of putting those left behind first.
The study was compiled by author in eight interrelated parts. After understand the eight parts of this book, it is hoped that reasoning power, theoretical analysis, concepts, research applications and empirical applications of readership has increased in connection with the urgency of empowering homeless farmers who are left behind in a participatory manner. In conclusion this book is interesting to read and an inspiration to students and researchers for study materials and materials decision making for the government especially in agricultural development. If agricultural development ignores aspects of human resources, it will be difficult to develop, even stagnant, and can lead to agricultural involution. Development direction of agricultural human resources is a reality of independence either for farmers, extension workers and other agricultural development stakeholders. The material content is contained in the eight sections. The info in this book left many gaps and requires study continued in the next book. Various criticisms, suggestions and constructive input is always expected to emerge from readers. This book is useful for the development of science and technology for sustainable and environmentally friendly agricultural development with the concept of putting those left behind first. Another benefit is that it provides inspiration and becomes a reference and consideration for others resource-based agricultural research and development policy of quality human resources. Agricultural development that supports the realization of a harmonious relationship between on farm and off farm requires study about the meaning, various elements and scope of development goals agriculture in depth. This study is a starting point in reconstructing the concept and theory of agricultural development which is centered on the interests of farmers’ human resources as individuals who are empathetic to the food needs of the wider community and raw materials for other sectors. Therefore agricultural development studies are carried out based on the results of relevant empirical research with a combination of theory and related concepts.
