Biography

Maurice Mongkuo joined the faculty of the Department of Government and History in 2006 from Jackson State University. Dr. Mongkuo is a Professor of Public Administration in the Department of Government and History, and former PI/Project Director of the Comprehensive HIV Prevention Program and Chair of the Faculty Senate at Fayetteville State University. He obtained his BA degree with distinction from Kenyon College, Ohio, and Master and Ph.D. degrees in Public and International Affairs with specialization in public policy research and analysis from the University of Pittsburgh, Pennsylvania. Dr. Mongkuo is the author two books and over thirty refereed journal articles, monographs, and public policy research reports. He has also served as principal investigator/research director on numerous funded research grant projects. His research and consultancy focus on sustainable economic and social development reforms, sustainable democracy, HIV/AIDS prevention, public-private partnerships in developing countries, disparity in government contracting, community and economic development financing, and race preference and affirmative action policies and programs. In recent years, my research has focused on developing and validating the antecedents and consequences of HIV prevention behavior measurement and structural models for Historically Black Colleges and Universities. He is the recipient of numerous awards including the an “Outstanding Leadership Award” by Fayetteville State University Faculty Senate, “Best Paper Award” for one of his published worked on HIV prevention behavior by the International Organization for Social Science and Behavioral Research (IOSSBR). He has been awarded and served as Project Director/Principal Investigator of over $10 million external funded grant projects by local, state, and federal governments. Dr. Mongkuo teaches graduate and undergraduate courses in research methods, quantitative and qualitative analyses, public policy analysis, policy and program evaluation, American government, principle of public administration, constitutional and administrative law, public budgeting and finance, public leadership and management, organization theory and management, public personnel management, public policy formulation and implementation. He has also served as the Director of Development and Programs for the Pinellas County Urban League in St. Petersburg, Florida where he sustained over $5 million grant funding for, and supervised the implementation of, 17 social service programs. He was the founder and CEO of a private research firm specializing in conducting public policy research, as well as consultant and public policy advisor for several government and international organizations on a broad range of policy areas including affirmative action and race preference programs, agricultural research and markets, privatization, HIV prevention, minority health disparities, economic development, and public budgeting and finance. He has served and continues to serve as chair or member of several departmental, college, and university-wide committees, editorial and advisory boards of refereed journals, and professional organizations.
